City of Glendale Announces New Police Chief

With Glendale police officers and employees of all ranks in attendance, on Tuesday night, the Glendale City Manager and City Council appointed Manuel Cid as their new Chief of Police.

“I am incredibly humbled and honored to be joining the Glendale Police Department, an organization I have respected and admired for many years.  I consider the opportunity to serve the Glendale community as their Police Chief to be a great privilege and responsibility, one that I will approach with unwavering professionalism, humility, and a commitment to work in partnership with our entire community.” -Chief Cid

Chief Manuel Cid comes to Glendale after nearly 20 years serving the community of Culver City. His tenure in Culver City includes the last 2 ½ years as the Department’s Chief of Police, a role he has served in since the spring of 2020 when he became the Department’s youngest and first ever Latino Police Chief.

“We are excited to appoint Chief Cid as Glendale’s new Police Chief. His background and leadership experience make me feel confident that our city will continue to be one of the safest cities in the nation,” said Glendale Mayor Ardy Kassakhian. “We look forward to working with him and look forward to him becoming a part of the Glendale community serving our wonderful city.”

Throughout his two-decade career with the Culver City Police Department, Chief Cid has had the opportunity to work a vast array of assignments, while promoting up the ranks of a full-service police department. Chief Cid’s law enforcement career includes extensive experience in the areas of patrol and enforcement operations, investigations, law enforcement administrations and professional standards, as well as emergency management.  Chief Cid has also had the opportunity to work on multiple local, state, and federal taskforces, impacting public safety on a regional level.

Chief Cid is a widely respected leader in law enforcement and has a proven record of community-centric policing and progressive leadership that will guide and shape the future of the Glendale Police Department. He is an excellent addition to our Executive Team and the outstanding group of professionals at the GPD,” said Glendale City Manager Roubik Golanian.

Chief Cid holds law enforcement executive leadership positions at the local, county, and state levels, including currently serving as an Executive Board member for the LA IMPACT Taskforce, as well as being a member the LA County Police Chief’s Association and the California Police Chief’s Association.

Chief Cid possesses his Bachelor of Arts degree in Political Science from Whittier College, as well as his Master’s degree in Public Administration and Organizational Leadership from National University.  In addition to his formal education, Chief Cid is a graduate of the Sherman Block Supervisory Leadership Institute, LAPD’s West Point Leadership Program, California’s POST Executive Development Course, and the FBI’s National Academy in Quantico, Virginia.

As a Police Chief and a law enforcement leader, Chief Cid brings a collaborative leadership style to leading an organization, a proactive approach to community-centered policing, an unwavering commitment to professionalism, as well as a strong focus on fostering and preserving partnerships.

Effective January 16th, 2023, Chief Cid will become the 20th Police Chief in the history of Glendale. His predecessor, Carl Povilaitis, retired in October 2022 after 32 years of service. Acting Chief Andrew Jenks will resume his previous role as the Captain of the Support Services Bureau once Cid begins.

Chief Cid will bring his forward-thinking and progressive leadership style to Glendale. Glendale is a city that consistently ranks in the Top 10 safest cities in the country. About Chief Manuel Cid

Chief Cid is a father and a husband. He is a first-generation Cuban-American, who grew up in the Long Beach and Downey area. Prior to his career in law enforcement, Chief Cid was a college student-athlete who competed in football and baseball.

In 2005, Chief Cid was hired by the Culver City Police Department and attended the Los Angeles County Sheriff’s Academy.  As a police officer, he worked assignments that included Patrol, the Investigations Bureau, the Crime Impact Team, and the Cal-MMET regional narcotics taskforce.  After promoting to the rank of Sergeant in 2012, Cid supervised the Gang Intelligence Unit, K-9 program and the Field Training Program. Cid was later assigned to command a multi-jurisdictional narcotics task force known as L.A. IMPACT (Los Angeles Interagency Metropolitan Police Apprehension Crime Task Force). In 2015, Chief Cid was promoted to the rank of Lieutenant.  As a Lieutenant, Chief Cid served as a Watch Commander in Patrol, the Administrative Lieutenant, and later as the Executive Officer working out of the Office of the Chief of Police.

Chief Cid was promoted to the rank of Captain in 2018 and lead the Operations Bureau and later the Administrations Bureau. In June of 2020, Chief Cid was appointed as the Acting Chief of Police until his official appointment, by the City Council, to serve as the Police Department’s 26th Chief of Police in May 2021.  In addition, Chief Cid served as the City of Culver City’s Emergency Operations Director during the Covid-19 pandemic, as well as during the period of civil unrest experienced in the region during the summer of 2020.

During his career, Chief Cid has been the recipient of several law enforcement awards, including the Sustained Superiority Award, the Distinguished Service Medal, and the “David Shaby” Career Achievement Award.

About Glendale Police Department

A full-service police department with approximately 250 sworn officers, and nearly 400 total employees. Glendale is L.A. County’s fourth largest city, with a population of 200,000+ residents across 30 square miles. It is located approximately nine miles north of downtown Los Angeles.

Assignments include Patrol, Traffic, Investigations Bureau, K-9, and Air Support. Police Department responsibilities include 9-1-1 emergency response; proactive law enforcement; traffic enforcement and collision investigation; crime investigation and case preparation; community and school policing; and administration of the city jail facility.

The Verdugo Regional Crime Laboratory (VRCL) which is a function of the Police Department provides services to local, regional, and federal law enforcement agencies in the areas of DNA testing, crime scene investigation, latent print processing and evaluation, National Integrated Ballistic Information Network (NIBIN) entry, and digital evidence examination.
