Director of 
Community Development 

Bradley Calvert serves as the Director of the Community Development Department for the City of Glendale. He oversees the current planning, long-range planning, economic development, urban design, mobility, and historic preservation divisions. He is responsible for the planning and implementation of initiatives that create vibrant neighborhoods and a sustainable, equitable, and competitive community.

 

Major initiatives have included an update of the Downtown Specific Plan, adoption of the Citywide Pedestrian Plan, and the initiation and advancement of several significant placemaking and urban design projects such as the Verdugo Wash Visioning.

 

Prior to joining the City of Glendale he was the Community Development Program Manager for the City of Bellevue, Washington where he led major planning initiatives for a new urban neighborhood that combined transit and trail-oriented development. This work was combined with major placemaking initiatives that led to the attraction and expansion of several major employers in the Pacific Northwest.

 

Bradley’s projects earned awards from the Los Angeles and Washington Chapters of the American Planning Association, the Georgia Transit Association, and the United States Green Building Council.

 

Bradley’s experience also includes architecture and transit related work, primarily focused on multi-family urban development and transit-oriented development. He holds a Master’s in City and Regional Planning from the Georgia Institute of Technology, a Graduate Certificate in Real Estate from Georgia State University, and a Bachelor’s of Architecture from the University of North Carolina at Charlotte. Bradley is a an AICP planner and holds a certification from the National Charrette Institute.

Principal Economic

Development Officer

Soua Vang has served as Deputy Director for the City of Glendale since January of 2022. She joined the city to be a part of a thriving city and make an impact for generations to come. Her background spans more than 15 years in economic development, most recently as Interim Economic Development Director/Economic Development Manager for San Bernardino County. In this capacity she led multiple teams and innovative initiatives that resulted in job creation, retention, and investment in communities. She also cultivated relationships with international partners that led to multiple sister city agreements to enhance economic opportunities in communities. Soua has developed targeted attraction and retention strategies that have led to over $20 million dollars in local revenue to the County’s General Fund.  Under her leadership, the Economic Development Department received three (3) national awards from the National Association of Counties in 2021 for programs and efforts in community and economic development. 

 

She is now honored to lead Glendale’s economic development division as part of a high performing and dynamic team that embraces challenges as opportunities. During her tenure, Soua gained council-wide approval of a first-ever three-year economic development strategic plan that is a roadmap for growth and for a stronger Glendale economy. Her specific goals include elevating the city brand and profile while ensuring a business-friendly ecosystem that supports business attraction and retention.

 

​Soua was recognized by GlobeSt. Real Estate Forum as one of the 2023 Woman of Influence winners and a shortlisted nominee in the 2022 Inspirational Women Forum & Leadership Awards for her work and accomplishments. 

 

Soua holds her Bachelor’s Degree in Public Administration from California State University of San Bernardino and her Master of Corporate Real Estate (MCR) designation from CoreNet Global, the leading professional association for corporate real estate. She is also a Young Professionals Group (YPG) alumni from NAIOP Southern California’s Real Estate Leadership Program and a graduate of the Inland Empire Economic Partnership, Regional Leadership Academy.

Jenny De La Mora joined the City's Economic Development in October 2022. She brings with her a vast amount of experience both in the public and private sector.  She began her career in the private sector working in the sales and marketing real estate industry where she managed multiple mixed use communities before transitioning to government.  Prior to coming to Glendale, Jenny worked for the Economic Development Agency for San Bernardino County, where she spent over 13 years assisting the local business community. 

 

Jenny has spent the majority of her career developing and managing several successful and nationally recognized programs that assist businesses with layoff aversion, as well as business and personnel expansion.  Jenny has a proven track record as an advocate for the business community she serves; she has organized educational business summits and workshops, that empower the business community by connecting them with resources and tools for sustainability and growth in the workforce.  

 

Her experience also includes managing International Trade and Foreign Direct Investment initiatives. She has organized and lead trade missions abroad to strengthen international ties and boost economic opportunities for the Southern California region.

In her role at Glendale's Economic Development Division, Jenny will managing staff and oversee day-to-day operations. Her expertise will be relied upon to continue to make a positive impact on the business community in the City of Glendale.

 

Jenny holds a Bachelor’s Degree in Organizational Leadership and Management, and is certified as a Lean Six Sigma Yellow Belt.  Jenny is eager to learn and passionate about her work. 

Juan Gonzalez

Juan
GONZALEZ

Neighborhood Services Supervisor

Juan Gonzalez joined the Economic Development Team in 2019 and serves as the senior member of the Community Outreach team. In this capacity, he is responsible for developing and implementing outreach campaigns, organizing community meetings and special events, producing print and video communications, and collaborating with business and community groups supporting Economic Development initiatives.  Juan joins the team with nearly 25 years of community outreach experience with the City of Glendale. He served as Project Manager for the “Be Street Smart Glendale” safety education campaign, implemented community gardens on vacant parcels of land, organized in-school education programming, and led the efforts to obtain California Healthy City and Keep America Beautiful affiliate status for Glendale.

Mr. Gonzalez earned his Bachelor's Degree in Art from California State University at Northridge.

Economic Development Assistant

Sev Dishoian joined the Economic Development Division in 2018 and currently supports the Division's customer service, concierge and marketing teams. He is instrumental in the development of marketing collateral to help promote the programs and projects of the Economic Development Division. He assists with market and industry research and provides customer service and office support. He is involved in website content management and economic development projects as they arise.​

Deputy Director of Community Development 

Mark Berry has over 20 years of experience in municipal government with the cities of Burbank and Glendale. Mark started in Glendale in 2001 as a Project Manager with the former Glendale Redevelopment Agency. He specializes in the planning, entitlement, and implementation of complex development projects and provides support to small businesses as part of the City's business attraction and retention programs.  During his tenure in Glendale, Mark has been responsible for managing a number of high profile projects including; the Americana at Brand, the Masonic Temple adaptive reuse, the Laemmle Lofts, the Glendale Galleria renovation, Bloomingdales, and a number of mixed-use and commercial projects in Downtown Glendale. Mark holds a Masters of Public Administration and a Masters of Urban Planning from the University of Southern California, and also has a Bachelor of Arts Degree in Political Science from California State University, Fullerton. 

Principal Development Officer

Allen Castillo has over 20 years of municipal government experience with the cities of El Monte and Glendale. His career in Glendale started in 2007 as a Project Manager with the former Glendale Redevelopment Agency and currently serves as a Principal Development Officer for the Community Development Department. Allen plays a vital role in ensuring a smooth transition into the building permits process on various citywide high-profile and complex commercial, residential, mixed-use, and industrial development projects.  During his tenure in Glendale, Allen has been responsible for managing numerous high-profile projects, including; Hyatt, Hampton Inn, BMW, Lexus, Subaru, and the Grand Central Air Terminal Building, to name a few. In addition to this, Allen has successfully assisted with 15 residential and mixed-use projects with 3,000 units totaling $450M. Allen holds a Bachelor of Science in Urban Planning and Development from the University of Southern California.

Senior Economic Development Coordinator

David Crawley Delgado serves as the Senior Economic Development Coordinator focusing on the Tech industry within the City of Glendale. As a seasoned tech strategist, he leads transformative initiatives for the City, steering its evolution into a vibrant tech hub. David believes that a strong tech ecosystem grows from a backbone of creativity, collaboration, innovation, and support. As such, David works to create a culture where these elements flourish for both businesses - from industrial giants to small startups – and the Glendale community.

 

Prior to joining the Economic Development team in 2024, David led community initiatives and ecosystem growth at KidsX, the largest pediatric-focused digital-health accelerator. David developed and oversaw the engagement strategy with industry partners, investors, startup alumni, and the broader tech community, as well as serving as a coach to more than a dozen health tech startups. David was also part of the Innovation Studio at Children’s Hospital Los Angeles as an Innovation Strategist, helping to identify and solve complex problems facing pediatric healthcare using human-centered design tactics. Throughout David’s career, he has worked for both startups and larger corporations to catalyze innovation and collaboration, cultivate growth, and drive lasting change that benefits all.

Economic Development Marketing Assistant

Jennifer Coronado joined the Economic Development team in April 2022. She is responsible for social media content creation, and provides marketing assistance, helps with business industry market research, customer service support and collaborates on a number of economic development initiatives as needed.

 

She is a proud graduate of Glendale Community College and holds a Bachelor’s degree in Business Marketing and Human Resource Management from California State University Northridge (CSUN).
