City Exploring Ways to Support Local Businesses
Bars, Restaurants Must Reduce Activity to Help Slow Spread of Disease

GLENDALE – In an effort to reduce the spread of the Coronavirus Disease 2019 (COVID-19), yesterday the Glendale City Council declared a Local Emergency in Glendale, and mandated temporary restrictions for restaurants, gyms, bars, and retail businesses. Grocery stores and pharmacies are to remain open.

This action, taken at an emergency Glendale City Council meeting at 1 pm on March 16, 2020, is consistent with a health order implemented across Los Angeles County.

The City of Glendale is committed to both the physical and fiscal health of our community. The City’s Community Development Department is exploring ways to temporarily relieve the impact this will have on the business community. Strategies currently being explored include implementing temporary curbside pick-up locations and developing marketing campaigns that promote local business.

There are also a variety of state and federal resources available to small businesses experiencing financial hardship. A complete list of the mandates are detailed below:
Effective 11:59 pm on March 16, 2020 until March 31, 2020, businesses must adhere to the following:

1. All bars, banquet halls, and nightclubs in the City of Glendale that do not serve food shall be closed to the public.
2. Any bars, banquet halls, or nightclubs in the City of Glendale that serve food may remain open only for purposed of continuing to prepare and offer food to customers via delivery service to be picked up. Dine-in food service is prohibited.
3. All restaurants and retail food facilities in the City of Glendale shall be prohibited from serving food for consumption on premises. Restaurants and retail food facilities may continue to operate for purposes of preparing and offering food to customers via delivery service, to be picked up or for drive-thru. For those establishments offering food pick-up, proprietors are directed to establish social distancing practices for those patrons in the queue for pick-up.
4. The following are exempt from this Order:
   1. Cafeterias, commissaries, and restaurants located within hospitals, nursing homes, or similar facilities;
   2. Grocery stores;
   3. Pharmacies;
   4. Food banks; and,
   5. Farmer’s Markets that do not provide for sit down dining and don’t have spaces that are likely to confine 50 people or more in a single space.
5. Trucks and other vehicles engaged in the delivery of grocery items to grocery stores, when such items are to be made available for sale to the public, are hereby exempt from having to complete with any City rules and regulations that limits hours for deliveries.
6. All movie theaters, live performance venues, bowling alleys, arcades, and similar entertainment establishments shall be closed to the public.
7. All gyms and fitness centers shall be closed to the public.

The City Council also encourages leaders of houses of worship to limit gathering on their premises and to explore ways which are respective to their faith while still observing social distancing.
