The City of Glendale was incorporated on February 16, 1906 and spans approximately 30.6 square miles with a current population of more than 200,000 people. As a charter city, Glendale voters determine how the city government is organized and governed.
Glendale is managed by a Council-Manager form of government where five councilmembers are elected at large to serve four year terms. Each year Council selects one member to serve as Mayor. The mayor presides over council meetings and has ceremonial responsibilities, in addition to his or her other council duties. The City Manager serves as the Chief Executive Officer.
Glendale prides itself on the quality of services it provides to the community. As a full-service City, each of the 15 line departments strive to provide the highest quality of service to Glendale residents, businesses, and visitors. These departments include: Administrative Services, City Attorney, City Clerk, Community Development, City Treasurer, Community Services & Parks, Fire, Glendale Water & Power, Human Resources, Information Services, Library, Arts & Culture, Management Services, Police, and Public Works.
The City Council and each of the City’s departments are guided by ten Council priorities: Fiscal Responsibility, Exceptional Customer Service, Economic Vibrancy, Informed & Engaged Community, Safe & Healthy Community, Balanced, Quality Housing, Community Services & Facilities, Infrastructure & Mobility, Arts & Culture, and Sustainability.
As Fiscal Responsibility leads the City’s priorities, the City’s financial affairs are conducted in a prudent and responsible manner to ensure adequate resources are available to meet current obligations and long term stability.

Finally, Glendale's Comprehensive Annual Financial Report has repeatedly and consistently been recognized for excellence by the Government Finance Officers Association in addition to receiving the Award of Excellence for 18 consecutive years, supporting the City's goals for transparent government and open communication.
