On April 23, 2014, Glendale Police Department Detectives arrested 62 year old Los Angeles resident, Carl Bullock for Felony Financial Elder Abuse in relation to a lottery phone scam.

The investigation began in March 2014 when a Glendale bank employee alerted the Glendale Police Department regarding concern of the wellbeing of an elderly female customer that had several large withdrawals from her bank account.

Investigation revealed the 83 year old female Glendale victim received a phone call at her residence around March 21, 2014 from a caller by the name of “Christopher Jones.”  Jones informed the victim she had won $7 million dollars in a lottery and in order to receive the winnings, she was to mail $6,000.00 in cash to “Carl Bullock.”

Over the course of several weeks, the victim was scammed out of $52,000.00 in cash and prepaid “Green Dot MoneyPak” cards that Jones convinced her to pay in order to receive her lottery winnings.  MoneyPak payments were made by phone to Christopher Jones, while Carl Bullock contacted the victim on four separate occasions at her residence and obtained cash in various amounts.

A lengthy investigation by Detectives led to the arrest of Carl Bullock in Los Angeles.  Detectives have located additional victims in 12 other states involving Carl Bullock with a total loss of approximately $100,000.00.

Glendale Police Department Detectives and the United States Postal Service are continuing their investigation and future criminal charges are pending.

The Glendale Police Department recognized that many have been victimized by such scams.
