STEP TWO: PREPARE DRAWINGS

Prepare architectural drawings (site plan, floor plan, elevations, roof plan, and sections, each as separate PDFs) and a photo survey (PDF) of the site and existing buildings.

If the property is a condominium, a Homeowners Association Resolution after vote (or similar such document demonstrating consent of HOA) must be provided which approves the proposed Accessory Dwelling Unit, in addition to a deed demonstrating ownership of common area/area proposed as an Accessory Dwelling Unit.

NOTICE: ADU REVIEW CHANGES

PADU (ADU Planning Clearance) applications are no longer required prior to submitting an ADU building permit application. Existing PADU applications will be completed with the ADU Review fee being paid through the existing application. Projects with no PADU will pay the ADU Review fee with the building permit. Applicants are still advised to verify their project complies with the Zoning Code prior to submitting a building permit application.

 IT IS THE APPLICANT’S RESPONSIBILITY TO VERIFY THE ADU PROJECT COMPLIES WITH THE ZONING CODE PRIOR TO SUBMITTING A BUILDING PERMIT APPLICATION.

1. Prepare a full site plan of the proposed project showing:

    A. Pool location. Indicate whether in-ground or raised. If raised, indicate height.

    B. Setback distances from the property lines to the proposed pool/spa (edge of water).       Verify the zone at this link and see GMC 30.11.070 for setback standards (search for “pool”).

    C. Any pool equipment (which must be screened/enclosed in single-family zones if within   required setbacks per GMC 30.11.030);

    D. Existing and proposed fencing/gates (if proposed is visible from street provide     material/product information including image of product and height);

    E. Any existing and proposed landscape/hardscape (if adding paving around pool more     than 3’, show that required landscaping on site will be maintained per GMC 30.31); and

    F. Locations of any oak/bay/sycamore trees on or within 20’ of the property or a note indicating none.

3. Go to the GlendalePermits Portal and apply for “Swimming/Spa Pool Permit (Residential).” Please note all applicants need to provide the property owner’s information (not the tenant or business) at the time of the application submittal. If the applicant is not the owner, the applicant will need to obtain the owner's GlendalePermits portal account email, which will be used to search and add the owner's contact during the application submission process.

Note: The building permit will be routed to Planning for review and approval. Design Review approval will be conducted as part of Planning review and the planner will direct the applicant to the appropriate design review application, which must be paid for and approved prior to final Planning approval.

1. Prepare a site plan showing the location and dimensions (height and length) of proposed walls/fences, setback distances to property lines, and material/product information. For retaining walls, show the top of grade, bottom of grade, and top of wall elevation points at various points along the wall including the tallest and shortest points. Include the location of all existing buildings/structures.

3. Go to the GlendalePermits Portal. Apply and obtain approval for “Plan - Design Review Exemption.”

5. Determine if your fence/wall requires a building permit:

Freestanding fences/walls require a building permit if they are taller than 7 feet, have 4 feet or taller retaining wall measured from top of wall to bottom of footing, and are adjacent to slopes, public right of way or other structures and have additional surcharge.

 6. If the fence/wall requires a building permit, and if all other steps have been completed, apply for the applicable building permit below.

Residential, Multi-family, Condominium, Commercial - Fence/Wall

Please follow these steps to obtain the selected permit:

1. Review the Development Standards for the site. Verify setbacks, lot coverage for covered patios and decks, landscaping, etc.

2. Prepare a full site plan of the proposed project showing:

• Setback distances from the property lines to the proposed structure(s);
• Dimensions and total area of proposed structure(s);
• Any landscaping to be maintained and/or proposed paving. Show that required landscaping on site will be maintained per GMC 30.31); and
• Locations of any oak/bay/sycamore trees on or within 20’ of the property or a note indicating none.

3. Elevations of proposed structures.

4. Photo survey of entire site including photo survey map.

5. Go to the GlendalePermits Portal. Apply and obtain approval for “Design Review Exemption”.

7. Apply for appropriate permit below only when above steps are completed. 1. Review the Zoning Code Parking Standards (GMC 30.32 and Parking Standards Charts). Verify any proposed changes comply with all standards.

2. Prepare a drawing of the proposed parking lot layout (“parking plan”) demonstrating compliance with code standards.

3. Submit an online Plan application for "Design Review Exemption."

4. Apply for below permit. Please note all applicants need to provide the property owner’s information (not the tenant or business) at the time of the application submittal. If the applicant is not the owner, the applicant will need to obtain the owner's GlendalePermits portal account email, which will be used to search and add the owner contact during the application submission process. 

Multi-family or Condominium - Alteration/Repair

NOTES:

A SEPARATE PERMIT IS REQUIRED FOR A DETACHED GARAGE AND/OR ANY STRUCTURE NOT ATTACHED TO THE MAIN STRUCTURE.

IF THE ROOFING WORK IS LOCATED IN A CONDOMINIUM, A HOME OWNER ASSOCIATION (HOA) LETTER WILL BE REQUIRED AT THE TIME OF SUBMITTAL.

• MATERIAL CHANGE: If any change in material is proposed, prepare material product information for the proposed new material including manufacturer, material, color, and an image of what it looks like. The information will be required for Planning review and approval.

• ALL TEAR OFFS require solid sheathing. Gaps between individual 1 x boards must be less than 3/8". A minimum of 3/8" plywood or OSB with 6 ds@6" o/C.E.N. & 6 ds 12" o/c F.N. May be installed over existing sheathing.

• WORKER'S COMPENSATION is required.  Please note in accordance with the CA state license board “All active C-8 Concrete contractors, C-20 Warm-Air Heating, Ventilating and Air-Conditioning contractors, C-22 Asbestos Abatement contractors, C-39 Roofing contractors, and/or C-61/D-49 Tree Service contractors are required to carry workers' compensation insurance or a valid Certification of Self-Insurance, whether or not they have employees.

• CONTRACTOR BUSINESS LICENSE (CBL): Current CBL is required prior to application submittal. Click HERE to apply. C-39 Roofing,  “B”– General Building; “A” – General Engineering licensees and Owner/Builders may apply for the selected permit.

• CONSTRUCTION PERMIT DECLARATION form needs to be filled out by all contractors and submitted at the time of application submittal.

• PROPERTY OWNER'S PACKAGE form needs to be filled out by all Owner/Builders and submitted at the time of application submittal in addition to the Construction Permit Declaration form.

• PROVIDE A  HOME OWNER ASSOCIATION (HOA) LETTER: An HOA letter will be required at the time of submittal if the roofing work is located in a condominium.

• CLICK APPLY only if the requirements above have been completed. An incomplete permit application will be voided.

ATTENTION: If any change of roofing material is proposed, or if the site is historic, roofing material product information must be provided in order for timely processing of your submittal. Include the manufacturer, product, color and an image of the product (typically from a brochure/website).

1. Please provide the following for all proposed commercial signage (must comply  with GMC 30.33 - Signs*):

• Site plan showing the locations of proposed signs, location of the subject tenant space (if applicable), and dimension of frontage (if wall sign is being requested);
• Fully dimensioned elevations of all signs;
• Sign details, including copy, dimensions, installation, etc.

2. Ensure the business has applied and paid for a Business Registration Certificate (BRC) prior to submittal.

3. For modifications to an existing approved facility (Section 6409a):

1. Verify the correct address and clearly show it on the drawings.
2. Obtain a copy of the approval letter for the current (not expired) Wireless Telecommunications Facility Permit or Conditional Use Permit, or the case number and date of the approval letter.
3. Provide a site plan showing property boundary lines and location of equipment.
4. Fully dimension the existing and new equipment including width, length and height.
5. Describe the equipment changes using common terminology, for example, state “X new antennas, replace Y equipment cabinets, Z new cables and remote radio units.”
6. Prepare plans, elevations of equipment, and photo survey of site and equipment.
7. Obtain Planning approval by going to the GlendalePermits Portal and applying for “Wireless Telecommunications Facility Exemption.”
8. Apply for a Building Permit on to the GlendalePermits Portal by following these last steps:

• After receiving Planning clearance, note the Approved Plan Number and download the stamped drawings, and provide them when applying for a building permit.
• Apply for one of below permit applications. Additional scope of work (e.g. walls, new equipment, structures, etc.) may require additional permits.
