The Latest
On Thursday March 03, 2022, the Los Angeles County Public Health Department issued a modified order to align with the State Public Health Officer Order on indoor masking.
Brief Highlights:
- After March 11, the universal masking requirement of K-12 Schools and Childcare settings will terminate. Both CDPH and County Public Health continue to strongly recommend that individuals in these settings continue to mask while indoors until transmission rates are much lower.
- Masks continue to be required for indoor settings with higher risks for transmission: Public Transit, Transportation Hubs, All Healthcare Settings, including Long Term Care and Adult and Senior Care Facilities, Correctional Facilities and Detention Centers, Homeless Shelters, and Emergency Shelters.
- Masks are strongly recommended, but not required, for all persons, regardless of vaccine status, in other indoor public settings and businesses. Well-fitting medical masks or respirators (e.g., N95s, KN95s, and KF94s) are highly recommended.
- In settings where masks are strongly recommended, businesses, venue operators, and hosts may choose to require masking, regardless of vaccination status, by patrons, visitors, attendees, and workers as a strategy to reduce the risk of transmission at their site(s).
- Pre-entry vaccination or recent negative test verification for attendees is recommended, but not required, for Outdoor Mega Event operators.
- Pre-entry vaccination verification or recent negative test verification for patrons and employees is recommended, but not required, for Bars, Breweries, Wineries, Distilleries, Nightclubs and Lounges.
- Employers are required to offer medical grade masks or respirators to employees who work indoors and in contact with other workers, customers, or members of the public in settings where there is optional masking.
- In settings where pre-entry verification of vaccination or a negative COVID-19 viral test result is not required, businesses, venue operators, and hosts may choose to require pre-entry verification of COVID-19 vaccination, pre-entry verification of a negative COVID-19 viral test result, or both as an additional, important strategy to reduce transmission at their site(s), regardless of masking.
- As a reminder, no person can be prevented from wearing a mask as a condition of participation in an activity or entry into a business.
- Local government entities and businesses may continue to have additional and more protective infection control requirements.

Beginning November 1, 2021, City facilities and counters will be open to the public with the exception of Planning and Permit Services, which will remain by appointment only.
Signage, shielding, personal protective equipment, sanitizing, and floor decals are in place to protect both visitors and employees. Masks are required regardless of vaccination status.

City Council, as well as Board & Commission meetings, will continue to be closed to the public for in-person attendance.

- Streaming in high definition online at Glendaleca.gov/live, YouTube.com/myglendale, and a free app called Screenweave on Apple TV, Roku, and Amazon Fire devices. Choose "Glendale TV" from the menu.

EVERYONE*, regardless of vaccination status, must wear a mask:
- In all indoor public settings, venues, gatherings, and public and private businesses in Los Angeles County
- On planes, trains, buses, ferries, taxis and ride-shares, and all other forms of public transport
- In transportation hubs like airports, bus terminals, train stations, marinas, seaports or other ports, subway stations, or any other area that provides transportation.
- Healthcare settings (including long-term care facilities)
- State and local correctional facilities and detention centers
- Shelters and cooling centers
- Indoors at any youth-serving facility (such as K-12 schools, childcare, day camps, etc.)
- In any outdoor location where it is the policy of the business or venue
Recommendations
- It is strongly recommended that you wear a mask at private indoor social gatherings with people outside your household unless everyone at the gathering is fully vaccinated.
- It is strongly recommended that you wear a mask at large outdoor ticketed events when you are not in your seat. For example, while in line to enter, exit, use the bathroom, or buy food or drinks.
- If you are not fully vaccinated, it is strongly recommended that you wear a mask in crowded outdoor settings.
- If you are in a setting where you are in sustained close contact with other people who may not be fully vaccinated, consider wearing a higher level of protection, such as wearing two masks (double masking) or a respirator (e.g., N95 or KN95). This is especially important if you are not fully vaccinated and are in an indoor or crowded outdoor setting.
Note: You are allowed to take off your mask while you are:
- Actively eating or drinking as long as you are sitting or standing in a specific place such as a table or counter.
- Alone in a separate room or office.
- Showering or swimming.
- Performing or receiving personal hygiene or personal care services (like a facial or shave) that cannot be done without removing your mask.
*There are some people who should not wear a mask, such as children younger than 2, people with certain medical conditions or disabilities, and people instructed by their medical provider not to wear a mask. Children ages 2 to 8 should wear a mask only when under adult supervision. *In the workplace, workers must follow the most protective mask requirements as stated by Cal/OSHA and the County Health Officer Order. Certain employees may be exempt from wearing a mask in specific situations provided alternative safety measures are in place. The State of California has established a new rental assistance program for Glendale residents and landlords. The new program, CA COVID-19 Rent Relief program, allocates $2.6 billion in federal rental assistance. Of that, $332 million is specifically allocated to Los Angeles County, including Glendale.
Both Glendale tenants and landlords can apply to this program directly, starting today.
CA COVID-19 Rent Relief provides financial assistance to income-qualified renters experiencing housing instability.
- The program provides rent reimbursement to landlords for unpaid rent accrued between April 1, 2020 and March 31, 2021.
- Landlords are eligible to receive 80% of unpaid rent, as long as they agree to waive the remaining 20% of unpaid rent.
- Eligible renters, whose landlords don’t participate in the program, can still receive 25% of unpaid rent accrued between April 1, 2020, and March 31, 2021.
- Paying the 25% of past due rent by June 30, 2021 can help keep you in your home under the extended eviction protections provided in SB91.
- Eligible renters can also receive future rent assistance equal to 25% of their monthly rent as well as assistance with utility delinquencies.
Qualification Criteria:
- Landlords who have one or more eligible renter(s) who have unpaid rent accrued from April 1, 2020 through March 31, 2021.
- Renters who are at or below 80% of the Area Median Income, who have incurred a financial hardship due to COVID-19 and are experiencing housing instability.
- If eligible, either a landlord or a renter can initiate the application process.
- Applicants will not be asked about their citizenship, nor will they be required to show proof of citizenship.
- The CA COVID-19 Rent Relief program is available to all eligible applicants starting Monday, March 15, however applications submitted from households at the greatest risk of eviction will be prioritized first. o Greatest risk of eviction is understood based on a renter’s ability to pay the minimum 25% rent owed, the household’s AMI, and if the household is located in an area disproportionately impacted by Covid-19.

Almost all sectors and businesses in L.A. County are able to return to usual operations with some limited exceptions.
One exception is for mega-events, which are defined as large crowds greater than 5,000 people if indoors, or 10,000 people if outdoors. Regardless of whether these events have assigned seating or not, and whether they are general admission or ticketed, they are considered higher risk for COVID-19 transmission. This is because they involve attendees spending extensive time physically close to people from outside their households and potentially, from outside the state. For that reason, indoor mega events are required to verify either full vaccination status or a negative COVID-19 test within 72 hours pre-entry for all attendees. Participants must also follow the state’s mask guidance at these events.
For outdoor mega-events, the same guidance on verifying the vaccination or test status of attendees is offered as a strong recommendation rather than a requirement, and attendees who do not verify their status will need to wear masks.
The state issued separate guidance to be followed for youth, schools and daycares, healthcare, and high-risk congregate settings. In other settings, capacity limitations and physical distancing requirements are lifted.
