Department Services Division Staff

  1. Provide proactive advice to City departments in an effort to reduce risk to the City.
  2. Review contracts and real estate documents.
  3. Draft ordinances and resolutions.
  4. Negotiate and draft contracts, development agreements and other documents.
  5. Provide other general legal services to City Departments.
  6. Provide consultation and legal advice, both oral and written, as requested by City Departments, City Manager, City Council, and boards & commissions.
  7. Review requests for public records.
  8. Provide training to City staff, Council, and Commissioners on a wide variety of issues. Serve as advisor on various commissions (i.e., GWP Commission, Planning Commission, Design Review Boards, Transportation & Parking Commission, Arts and Culture Commission, and Commission on the Status of Women, and Civil Service Commission).
  9. Prosecute violations of the Glendale Municipal Code.

Litigation & Risk Management Staff

  1. Prepare and file lawsuits to recover costs from third parties responsible for injuries to City employees or property.
  2. Defend litigation filed against the City, and Housing Authority, their officers or employees.
  3. Recommend and manage outside counsel where retained.
  4. Investigate and review claims for damages and bring same to disposition.
  5. Manage City's insurance program, including insurance procurement, renewals and approvals.
  6. Manage City's safety program.
  7. Review subpoenas.
  8. Provide advice on personnel and pre-litigation matters.
