On March 3, 2023, City Council approved Parks staff to hire a design consultant, RJM Design Group, to evaluate the feasibility of developing a dog park at three potential locations (map), which include:

• North Glendale, Brand Park - South of the Tea House (site map)
• South Glendale, Palmer Park - Community Garden (site map)
• South Glendale, Glendale Community College - Garfield Campus (site map)

In May, City staff kicked off the feasibility study and scheduled two community workshops to engage the public on determining potential dog park locations. Community meetings were held as follows:

• Community Workshop #1 – July 31, 2023, at Pacific Community Center (501 S. Pacific Ave., Glendale, CA 91204) in the Sycamore Room, from 6:00 p.m. – 7:30 p.m.
  • Potential Dog Park locations being studies in South Glendale include:
    • Palmer Park - Community Garden 
    • Glendale Community College - Garfield Campus

• Community Workshop #2 – August 2, 2023 at Brand Library (1601 W. Mountain St., Glendale, CA 91201) in the Recital Hall, from 6:00 p.m. – 7:30 p.m.
  • Potential Dog Park locations being studied in North Glendale include:
    • Brand Park - South of the Tea House

Background:

• On August 9, 2022 and October 26, 2022, City Council asked staff to provide a report to utilize small unused portions of Palmer Park community garden and Brand Park to be used as dog parks. Glendale Community College - Garfield campus was also viewed as a potential dog park site since the school has expressed interest in developing a park on their site in partnership with the City. Previously, City-owned Parking Lot 11, which is located across from City’s Central Park on Colorado St., was evaluated as a potential dog park location as well.
• On March 7, 2023, City Council directed staff to perform a feasibility study at three locations, Palmer Park, Brand Park, and Glendale Community College - Garfield Campus.  Once a feasibility study report is completed, Council will consider these park site options including Lot 11 when they make a determination on final dog park locations.
• On September 18, 2023, the draft Dog Park Feasibility Study was presented to PRCS Commission, with a recommendation to approve the Dog Park Feasibility Study and make recommendations on their preferred dog park locations based on the study and previous motions. The PRCS commission motioned to 1) approve the feasibility study, and 2) recommend that City Council moves forward with developing Lot 11 as a dog park and the Glendale Community College –Garfield Campus site as a dog park and opposing the development of a dog park at Brand Park and Palmer Park.   See meeting agenda and report here (Item 7A)

Next Steps:

• The results from the draft Dog Park Feasibility Report will be presented to the City Council on December 5, 2023 at 6:00 PM.  At the meeting, City Council can make a recommendation approving a new dog park(s) location(s) and direct staff to hire consultant support to design dog park(s).
