The City of Glendale Continuum of Care (CoC) is actively engaged in addressing the critical issue of homelessness within our community. We are pleased to announce the release of the Measure H Request for Proposals (RFP), as part of our ongoing commitment to providing comprehensive homeless services. This RFP invites proposals and applications from experienced service providers and organizations dedicated to making a lasting impact on homelessness in Glendale. Our objective is to create a robust portfolio of services designed to support individuals and families experiencing homelessness. We encourage all eligible applicants to submit their proposals by this deadline, as we collectively work towards achieving long-term solutions to homelessness. Qualified applicants are invited to submit proposals in accordance with this RFP no later than: Thursday, December 7, 2023, at 5:00 PM (PST). |
The City of Glendale seeks to support a portfolio of services for the entire population of unsheltered individuals and families in the city with the goal of increasing long-term stability and upward economic mobility. This work is done through the City’s Continuum of Care (CoC), which is dedicated to collaborating with regional and citywide entities to develop and implement solutions for addressing homelessness with an equity lens and “housing first” approach. We would like to invite qualified applicants to apply for funds to address the needs of unsheltered homeless individuals and families into emergency sheltering, interim housing, rapid re-housing, and permanent housing, while supporting the efforts of those individuals and families to maintain housing stability and upward economic mobility. Funding should be housing-focused, by either funding permanent housing interventions directly or providing clear pathways to connect people to permanent housing from a shelter or via street outreach. This Request for Proposal (RFP) provides the information and forms necessary to prepare a proposal for the Homeless Housing, Assistance and Prevention (HHAP) Round 3 & 4 grant funds. Qualified applicants are invited to submit proposals in accordance with this RFP no later than: Thursday, November 16, 2023, at 5:00 PM (PST). |
The City of Glendale requested proposals for eligible projects to receive federal funding from the 2023-2025 Emergency Solutions Grant (ESG). The primary focus of ESG is to assist people to quickly regain stability in permanent housing after experiencing a housing crisis and/or homelessness. Applicants could request ESG funds for Street Outreach, Emergency Shelter, Rapid Re-Housing, and/or Homelessness Prevention services. The deadline to submit project applications was Wednesday, December 14, 2022 by 3pm Pacific Time. |
HHAP-3 Application Tables As part of the HHAP-3 application requirements, Cal ICH has provided an application template table required to be agendized at the local governing board meetings and available for public comment as stated in Health and Safety Code Section 50220.7(b)(2). |
The required sections include: PART I: LANDSCAPE ANALYSIS OF NEEDS, DEMOGRAPHICS, AND FUNDING (i) A local landscape analysis that assesses the current number of people experiencing homelessness and existing programs and funding which address homelessness. (ii) Identification of the number of individuals and families served, including demographic information and intervention types provided, and demographic subpopulations that are underserved relative to their proportion of individuals experiencing homelessness. (iii) Identification of funds, currently being used, and budgeted to be used, to provide housing and homelessness-related services to persons experiencing homelessness or at imminent risk of homelessness, how this funding serves subpopulations, and types of interventions funded. PART II: OUTCOME GOALS AND STRATEGIES FOR ACHIEVING THOSE GOALS § Reducing the number of persons experiencing homelessness. § Reducing the number of persons who become homeless for the first time. § Increasing the number of people exiting homelessness into permanent housing. § Reducing the length of time persons remain homeless. § Reducing the number of persons who return to homelessness after exiting homelessness to permanent housing. § Increasing successful placements from street outreach. § Trackable data goals related to the Outcome Goals as they apply to underserved populations and populations disproportionately impacted by homelessness Note: Table 4 is comprised of outcome goals for system performance measures based on 2020 baseline data provided by Cal ICH. These goals were set to be achievable given the current baseline in several of the performance measures as the ability to receive bonus funding will be based on whether the outcome goals in this table are met. PART III: APPLICATION NARRATIVE RESPONSES This section includes the required narrative responses for the HHAP-3 application. These narrative responses are to provide additional information on regional coordination, capacity building, and equity related efforts in alignment with local action plan goals and strategies. |

The City of Glendale accepted applications for eligible projects to receive funding from the 2021 – 2023 Emergency Solutions Grant (ESG) related to homelessness. The Request for Proposals in the areas of Outreach, Emergency Shelters, Prevention and Rapid Rehousing was released Friday, November 13, 2020 and Addendum #1 amending the submission process was released on Friday, November 20, 2020. Applications were received on December 14, 2020, and the Glendale Continuum of Care Board made funding recommendations on January 8, 2021. |
