Background
The Glendale Police Department has long benefitted from its relationship with the community it serves.  As such, your Police Department remains committed to working in partnership with all members of the community. The goal of the advisory panel will be to enhance the level of trust and understanding between the community and the Police Department, reduce crime, and improve the quality of life for all members of our community.  In furtherance of these objectives, the Glendale Police Department asserts that the Police-Community Advisory Panel (P-CAP) is an excellent tool to enhance this partnership.

Purpose
The purpose of the Glendale Police Department P-CAP is: 

• To establish, conduct, and maintain a mechanism for the timely identification of problems and/or issues within the community.
• To act as an advisory group to the Chief of Police and Police Management.
• To act as a conduit for accurate information between the community and the Police Department. 
• To promote community awareness, understanding and involvement in police programs and services. 

Meetings
The Glendale Police Department P-CAP meets on a quarterly basis. The panel will determine the dates and times of these meetings in conjunction with the Chief of Police.  Meetings may be scheduled monthly, or ad hoc if circumstances dictate a compelling need.

Membership
The Glendale Police Department P-CAP consists of a maximum of thirty members. Glendale Police P-CAP is comprised of a diverse cross-section of community members. These volunteers should be respected members of the community, knowledgeable about conditions in the City, have a broad perspective of local issues, and whose background and expertise are deemed beneficial to the City.  Members should also have the ability and desire to work in collaboration with other panel members.

Expectations

• Members of the P-CAP are expected to attend the scheduled meetings and be prepared to engage in honest dialogue for the purpose of community problem solving.
• Members of the P-CAP are expected to treat each other with respect and dignity.
• Members of the P-CAP are expected to maintain the confidentiality of information that is deemed confidential and disclosed during meetings.
• Members of the P-CAP are not to make statements to the media that have the appearance or effect of representing that statement as an official position of the P-CAP unless specifically instructed by the P-CAP with the approval of the Chief of Police.
• Members of the P-CAP are encouraged to participate in major police events such as swearing in ceremonies, police awards luncheons, etc.
