Landscape and Fuel Modification Plan Review ChecklistThe City of Glendale Fire Department requires a Landscape Permit for all developments in the High and Very High Fire Severity Zones of the city.

This includes new subdivisions, commercial and industrial projects, new single and multiple family dwellings, and major modifications of existing structures.

The Fire Department will review the plans to ensure they are in compliance with current city ordinances and fire codes. Geological and/or soils reports may be required for landscaping on steep slopes or unstable areas.

Minimum Landscape Plan Requirements:

  • Plan Details: scale no smaller than 1”:30’; North arrow, Assessor’s Parcel Number, site address, location of roadway and curb.
  • Site Plan: Property lines, plant species and size, spatial arrangement, topography, building footprint, indigenous trees, existing site conditions.
  • Irrigation System: valve location(s), irrigation lines, sprinkler locations.
  • Fuel Modification: boundary of 100-foot Fuel Modification Zone, off-site fuel modification, location and species of existing native vegetation.

Plant Materials: The Fire Department requires the use of fire resistant plant materials in the High and Very High Fire Hazard Severity Zone of the city. The use of a landscape architect or landscaping publications will help determine if a plant species does qualify as fire resistive. The Landscape Guidelines for Hillside Development published by the Planning Division should also be referenced for City guidelines when developing a landscape plan.

Fees: The base fee includes plan review, permit, and field inspection. Reviews or inspections in excess of two hours will be charged on an hourly basis at the current approved hourly rate for fire inspections.

Right of Entry Permit: If it is necessary to clear brush on City property to maintain the 100-foot clearance from a structure on your property, a Right of Entry Permit can be granted by the City.
