The GWP Commission acts as an advisory body to GWP. It consists of five Glendale residents who serve without compensation and are appointed by a majority of the City Council for three-year terms. Their duties are outlined in the Glendale Municipal Code.

Attending a Commission Meeting

Glendale residents are encouraged to attend monthly GWP Commission meetings to share suggestions, compliments, complaints, ideas and provide feedback on our programs. Meetings are held on the first Monday of each month in the Glendale City Council Chambers at 4:00 p.m., and usually last two hours.

 Nina Jazmadarian (web)

Nina Jazmadarian - President

Nina Jazmadarian is General Manager at Foothill Municipal Water District. Nina oversees the operations and maintenance activities of the District to ensure that good quality water is reliably delivered to customers. This oversight includes the administrative, planning, engineering and financial aspects of the District. Nina also oversees outreach to the public including communications for water conservation.

Nina has 30 years of experience in the water industry involving water resources management, rates structures, conjunctive use, and drought management plans among other subject matters in the field of water.

Nina advocates for Foothill in the making of policies at both the local and State levels to ensure that any new policies mesh with local infrastructure and water resources.

Nina received a Bachelor of Science in Public Administration from Virginia Tech. She is a member of the American Water Works Association, the Armenian General Benevolent Union and the Armenian Professional Society.

Joel Peterson, PhD - Commissioner

Dr. Joel Peterson is currently Vice Chancellor, Facilities Management for the San Diego Community College District (SDCCD), the 2nd largest community college district in California with over 100,000 students, four colleges, and 10 campuses.  Dr. Peterson oversees sustainability, facilities, and construction for SDCCD.  He is also responsible for the SDCCD Police and completion of the district’s $1.6 billion bond construction program.

Previously Dr. Peterson was Director of Facilities and Construction at Glendale Community College District (GCCD) where he oversaw all utilities and energy management, facilities maintenance and operations, and $330 million of new construction under GCCD’s Measure GC Bond Program. Prior to GCCD, he was Asst. Vice President for Capital Projects and Facilities at Harvey Mudd College in Claremont, CA. Additionally, he has 30 years of professional experience including as a global corporate, project, and finance executive, with corporations such as AT&T, British Telecom, BellSouth, and Bank of Tokyo-Mitsubishi.  Dr. Peterson is a former Lieutenant Commander, Surface Warfare, in the U.S. Navy and served seven years active duty.

Dr. Peterson is a graduate of the University of Virginia, where he studied nuclear engineering and economics.  He earned his PhD in Higher Education Leadership and MA in Education Finance from Claremont Graduate University and his MBA in Finance and MIS from the Pamplin College of Business at Virginia Tech.

Dr. Peterson is an award-winning author of an Amazon Best Seller novel and has written for many publications, including The Huffington Post, Minneapolis Star-Tribune, Fiscal Times, Yahoo Finance, Korea IT Times, and The Washington Post.

Commissioner Fay

Alex Fay - Commissioner

Alex Fay is Chief Commercial Officer at GMV, a technology company that serves public transit agencies.  GMV's cloud software and onboard systems provide vehicle tracking, performance dashboards, and real-time passenger information.  Alex is responsible for business strategy, sales, marketing and managing key customer accounts in Los Angeles, Houston, and other cities across the United States.

Previously, Alex worked in the lithium-ion battery industry, developing and manufacturing custom power systems for vehicles, medical devices, and aerospace projects.  Alex started his career at Los Angeles City Hall, as an advisor to the Mayor and City Council on issues ranging from Airports to Zoos, with a focus on infrastructure, green buildings, waste management, energy, water, transportation, and economic development.  

Alex is an alumnus of UCLA, where he studied history and public affairs.  He also serves on the board of the John Muir Elementary Foundation.
