Plan to Increase Solar Adoption & Develop Additional Distributed Energy Resources

Glendale Water & Power has partnered with Energy and Environmental Economics (E3) to create an equitable solar and energy storage adoption plan, with input from the community. The goal of this solar and energy storage plan is to maximize the City of Glendale’s use of renewable energy to serve Glendale residents and businesses, as well as assess the feasibility of achieving the City Council’s target of 10% of our customers adopting solar and energy storage systems by December 31, 2027.

As part of our solar and energy storage plan, we engaged in comprehensive community outreach, to hear directly from customers as to what they would like to see implemented. We hosted 3 community meetings in February and March, taking input and feedback directly from Glendale Water & Power Customers. Additionally, Glendale Water & Power distributed an online survey to extend the opportunity for customers to have their voices heard. Once the draft plan is complete, two additional community meetings will be hosted to present quantitative analytics where possible, share our progress on the preliminary plan, and listen to your input and feedback once again.

Background 

In August 2022, the Glendale City Council passed a resolution expressing their intent to adopt policies and practices aimed at achieving the goal of having at least 10% of GWP customers adopt solar and energy storage systems by 2027, and to develop additional demand management measures, with a minimum total peak dispatchable and peak-load-reducing capacity of 100 MW. The selection of E3 was the outcome of a Request for Proposal (RFP) process aimed at preparing the plan.

What Will the Plan Consider?

The solar and energy storage plan will include an evaluation of the adoption potential and consider several policies and incentives to achieve the adoption and capacity goals, including:

  • The feasibility of achieving the City Council's goals 

  • If not achievable as resolved, an estimation of when the goals can be achieved

  • A robust net metering policy

  • A feed-in tariff program

  • Upfront incentives or rebates on solar installations

  • Upfront rebates combined with performance-based incentives for battery storage systems

  • Policies aimed at lower-income customers, customers in heavily pollution-burdened areas, multifamily properties, and rental properties

  • Community solar projects, particularly with an emphasis on serving lower-income customers, members of underserved communities, and customers with less ability to install solar and storage on property they own

  • Additional incentives and outreach programs for energy efficiency, demand reduction, and shifting energy use to off-peak time periods

The plan will also include an analysis of the benefits and costs including direct and indirect economic, environmental, societal, and other noneconomic benefits and costs.
