Guide for Applying for PV Interconnection and NEM for under 15 kW CEC-AC residential systems

  1. Customer or solar contractor submits the PV Interconnection Application (+ Energy Storage optional) via PowerClerk and uploads the following supporting documents:

    a) Signed Interconnection Agreement (IA). Click here for the Net Energy Metering Resolution. The proposed system size should primarily be intended to offset part or all of the customer's own electrical requirements.

i) In Case of PV systems sized up to 10 kW CEC-AC, self-certification of system seize need will be required within the PV interconnection Application on PowerClerk. 

ii) In case of PV systems over 10kW CEC-AC, GWP uses 110% of the customer's kWh usage of the past 12 months to establish the customer's anticipated annual load. This kWh figure is compared to the estimated production of the proposed PV system. the estimated production of the PV system is calculated by PowerClerk. 

b) Executed Election Form

c) Full Plan Set (which will be forwarded to Building and Safety). In order to avoid any delays during the Building and Safety review process, please review the B&S Photovoltaic Plant Guidelines for SFD and Duplex and ensure the plan set meets all of these requirements. Plan sets that do not meet all of these requirements will be rejected by Building and Safety and corrections will be requested. 

d) Electric Service Spot Drawing (if the main electrical panel is being upgraded). 

e) Shading Analysis Report. This requirement may be waived on the condition that a copy of a disclosure statement is provided to the customer and program administrator that identified existing trees on the site and adjoining sites that are smaller than 50 feet, which may cast potential future shade that would reduce future system performance. This requirement is waived for PV systems sized up to 10 kW CEC-AC. 

f) Data Sheet for Energy Storage Device (if installing).  

2. GWP Solar Team reviews/approves the application. 

3. GWP Solar Team changes the status of the project in PowerClerk to "PV Plans Ready for Submittal to Building and Safety (under 15 kW residential)" and sends an email to the solar contractor, and the customer, notifying that the application has been reviewed and approved by GWP and the Full Plan Set (attached to the email) should be submitted to Building and Safety by uploading it to the Glendale Permits portal

4. Once the Full Plan set is submitted by the contractor via the Glendale Permits portal, Building and Safety reviews the solar plans and contacts the solar contractor for payment of fees, issuance of permit, etc. For information regarding the permit process and requirements, please contact Building and Safety at (818) 548-3200. 

5. Building, Electrical and Fire review and approve the plans. Allow 2 - 4 weeks for this review.

6. In the meantime, GWP Solar Team forwards the Interconnection Agreement to the General Manager for approval. Upon receipt of the countersigned Agreement, GWP Solar Team uploads it to PowerClerk.

7. The Solar Energy Permit is issued by Building & Safety and sent to the solar contractor via email.

8. Solar contractor installs solar system.

9. Solar contractor uses their Glendale Permits account to schedule their inspection with Building & Safety. 

10. After the inspection and final sign-off, Building & Safety notifies GWP Engineering that the solar system passed inspection.

11. Upon receipt of inspection release, GWP Engineering submits a work order to GWP Field Services for NEM reprogramming of the electric meter (7-10 working days). 

12. Once the GWP meter is reprogrammed, GWP Solar Team changes the status of the project to “PV PTO Issued (under 15 kW residential)” and sends an email to the solar contractor and the customer notifying that the electric meter has been reprogramed/released and the system can be turned on by the solar contractor or property owner. This e-mail also has the approved Interconnection Agreement attached.
