Application Process for Interconnection of Non-NEM Generation and/or Energy Storage System

1. Customer or contractor e-mails the following documents to GWPCommercial@glendaleca.gov

a. Application for Interconnection of Non-NEM Generation and/or Energy Storage System to GWP's Distribution System 
b. Single-line drawing 
c. Site plans and diagrams 

d. If the use of the new electrical equipment is proposed:

i. If transformers are used to interconnect the Generating Facility with GWP's Distribution System, please provide transformer nameplate information (voltages, capacity, winding arrangements, connections, impedance, etc.).
ii. If a transfer switch or scheme is used to interconnect the Generating Facility with GWP's Distribution System, please provide component descriptions, capacity ratings, and a technical description of how the transfer scheme is intended to operate.
iii. If protective relays are used to control the interconnection, please provide protection logic, relay types/settings, and coordination curves.  

2. The documents are reviewed by GWP Conservation and Utility/Business Modernization Division (CUBMD) staff to ensure the application is complete and all required documents are submitted. 

3. The application packet is forwarded to GWP Engineering.

4. The customer or contractor will be contacted to submit the Initial Review Fee. 

a. Note: All payments are made via check or credit card at the GWP Engineering counter. 

5. GWP Engineering reviews the application packet and informs the applicant of any corrections or requests any additional data needed.

6. Contractor makes corrections to the plans and re-submits to GWP Engineering.

7. GWP Engineering reviews the plans and informs the CUBMD staff of the approval or denial.

8. If the Initial Review indicates that further review of the proposed interconnection and associated generation is necessary, customer will be requested to pay the Interconnection Study Fee. 

9. Once the Interconnection Study Fee is paid GWP Engineering conducts the Interconnection Study, approves the application and informs CUBMD staff of the decision.

10. If the application is approved the Interconnection Agreement is emailed to the customer for execution.

11. Customer deposits 10% of estimated cost upon submittal of a signed Interconnection Agreement with GWP.  Balance of Estimated Cost due upon GWP’s submission to the Customer of detailed interconnection designs and a Final Cost Estimate. 

12. The signed Interconnection Agreement is received by CUBMD staff and sent to Administration for approval.

13. The approved Interconnection Agreement is received by CUBMD staff and sent to the customer.

14. Contractor submits permit applications to applicable authorities having jurisdiction.

15. The Permits are issued by authorities having jurisdiction. Contractor notifies CUBMD staff of approval of permits.

16. Contractor installs the system. The system shall be left off line, and all disconnect switches shall be left open.

17. If required, contractor contacts authorities having jurisdiction for an inspection. The contractor also contacts GWP Engineering for an inspection by calling 818-548-3921.

18. After the inspection and final sign-off, the authorities having jurisdiction notify GWP Engineering that the system passed inspection.

19. Upon receipt of inspection releases, GWP Engineering submits a work order to GWP Field Services for the installation of a generation meter. (7-10 working days)

20. Once the meter is in place, an e-mail is sent to the contractor and the customer informing that the meter has been installed and the system can be turned on by the contractor or property owner.
