Medium Business (LD-2) Electric Rates

Glendale Water & Power offers four (6) rate schedules for our Small/Medium Business Electric Customers under the LD-2 rate class:

  1. LD-2-A Standard Service Rate
  2. Standby Service Rider: Dispatchable Standard
  3. LD-2-B Time-of-Use Service Rate
  4. Standby Service Rider: Dispatchable Time-of-Use (TOU)
  5. LD-2-C Customer-Owned-Generation Standard Service Rate
  6. LD-2-D Customer-Owned-Generation-Time-of-Use Service Rate
  • These rates apply to businesses and other enterprises using more than 5,000 kWh per month or 20 KW or greater demand.


LD-2-A Standard Service Rate

  • This is the rate Glendale Water & Power uses for standard business demand electric services.
  • This is the rate your business account will be billed under unless you choose the time-of-use rate.

Standby Service Rider: Medium Business Dispatchable Standard

  • Customer charge is applied to each meter installed for Standby Service.
  • Reservation Charge is a monthly charge applied to the contracted amount of standby capacity, typically aligned with generation capacity (kW) of the customer-owned generation resource.
  • Supplemental Service Charge is only applicable to the portion of power and energy required by and delivered to the customer in excess of the customer self-generation.  This charge aligns with the standard LD-2-A charges except as noted for demand charges.   
  • Demand rates are determined by the maximum demand reading in the prior billing period (e.g., month)
  • Backup Service Charge is applicable during an unscheduled outage of the customer-owned generation resource and applied to the demand and energy consumption typically served by the customer-owned generation.

LD-2-B Time-of-Use Service Rate

  • The time-of-use (TOU) rate gives you the advantage of lower electric rates during the night and early morning hours, weekends, and the winter months.
  • The highest rate time-period (peak period) is 8:00 AM through 7:59 PM Mondays through Fridays.
  • The high-season rate is used for meters read monthly during the months of July through October. The low-season rate is used for meters read monthly during the months of November through June.
  • This rate option may require a meter change. There will be no GWP charge for the installation of the new meter. However, if the electric panel for your service does not accommodate a socket meter, you will need to hire an electrician to upgrade the panel. Our Electric Meter Shop personnel will be able to evaluate this for you.

How do you know if you should consider TOU rates?

If you can arrange your electric usage patterns in such a way that a majority of your electric usage occurs during the lower rate, BASE period hours, or if your present usage pattern is structured in that manner, then this rate could be the appropriate choice for you.

Customer Owned Generation

  • Rates LD-2-C (Customer Owned-Generation-Standard) and LD-2-D (Customer-Owned Generation-Time-of-Use) are available to customers who own and operate photovoltaic or wind powered electric generation systems and who are otherwise eligible and remain eligible for rate LD-2-A or LD-2-B.
  • Customers must sign an interconnection agreement with Glendale Water & Power (GWP) and pay for all required metering interconnection equipment which is in addition to that required for standard service. Participation in this rate is on a first-come-first served basis until the time that the total rated generating capacity used by eligible customer generators in all customer classes exceeds 5 percent of GWP's aggregate customer peak demand.

Explanation of Electric Charge Components Present:

Electric Customer Charge

  • This charge is reflects the cost of metering support, customer service and maintaining your account, applied on a per meter basis.

Energy Charge

  • This charge is related to the electric system operation and maintenance, charged on a $/kwh basis.

Energy Cost Adjustment Charge

  • Charge or credit to adjust for the variation from projected costs of fuel and purchased power, charged on a $/kwh basis. Effective January 1, 2024, this charge is $0.00 per kilowatt sales.

Regulatory Adjustment Charge

  • Charge or credit to adjust for the variance from projected regulatory compliance costs, charged on a $/kwh basis. Effective January 1, 2024, this charge is $0.00 per kilowatt sales.

Revenue Decoupling Charge

  • Charge or credit to adjust for the difference between actual and projected sales volumes, charged on a $/kwh basis. Effective January 1, 2024, this charge is $0.00 per kilowatt sales.

Public Benefits Charge

  • Charge to fund state-mandated programs benefiting the Glendale community. Charge is based on electrical total.

Demand Charge

  • This charge only applies to commercial accounts and is the maximum demand within a 12-month period. 

Reactive Power

  • The maximum KVAR within the current billing cycle, charge applied per KVAR per day, to cover the impact of reactive power on the electrical system.

Electrical Charges Total

  • Total cost of electric usage and associated charges.

 


Services by other City Departments and Taxes and Surcharges

Hazardous Waste

  • Cost of collection recycling, treatment and disposal of household and commercial hazardous waste products.

Rubbish

  • Both tenants and owners may be charged a flat monthly fee for rubbish removal. Call (818) 548-3916 for more information.

Industrial Waste

  • Inspection and sampling fee in connection with industrial waste discharge to sewer. Call (818) 548-4030 for more information.

State Energy Surcharge

  • Mandated charges by the State of California based on electric usage.

City Utility Users Tax

  • City imposed tax based on total water and electrical charges.

Sewer

  • Includes Glendale operational and Hyperion Sewer Treatment Plant costs (818) 548-3950.
