The California Municipal Utilities Association (CMUA), the Northern California Power Agency (NCPA), and the Southern California Public Power Authority (SCPPA) and its member agencies produce the Annual Energy Efficiency Program report each year, and submit it to the California Energy Commission (CEC) in compliance with AB 2021. This report measures the energy efficiency program effectiveness and the results of programs of each member utility, and documents each member's 10-year Energy Efficiency Target when adopted.

Public power’s long‐standing commitment to energy efficiency is an extension of fundamental principles dedicated to social and environmental responsibility, ensuring reliability, and keeping rates low for the communities they serve. While customer participation levels in individual utility programs varies from year to year, collectively publicly owned utility (POU) programs incentivizing customer investments in energy efficiency have totaled over $100 million annually since 2008.
