      Scope of Work

Developing various alternatives that are slated at encouraging cut-through traffic to use alternative corridors leading to the 134 freeway in lieu of cutting through Glendale residential streets. The traffic calming measures being developed are primarily traffic signal timing and phasing modifications that would encourage drivers to use other routes and discourage traffic on Glenoaks Boulevard to cut-through the Rossmoyne area. Deployment of the selected alternative should proceed incrementally, and monitored, as shifts in driver behavior take time. The selected Phase 2 alternative will encourage eastbound cut-through traffic on Glenoaks Boulevard to turn right on Jackson Street and/or Geneva Street, then turn left on Monterey Road to access the 134 freeway. The proposed Phase 2 alternatives will facilitate these turning movements and the amount of traffic shifted to Monterey Road can be fine-tuned by regulating traffic flow via traffic signal timing modifications. Traffic volume data was also obtained for the Monterey Road, and Glenoaks Boulevard corridors to evaluate impacts of traffic shifts. The Phase 2 alternative will also discourage westbound Glenoaks Boulevard cut-through traffic by reducing the westbound through green phase at Glenoaks Boulevard and Jackson Street. Signal timing and phasing recommendations for Glenoaks Boulevard at Geneva Street will take a modest approach so as not to create excessive traffic queues and congestion on westbound Glenoaks Boulevard that could impact local residents.
