Glendale Water & Power offers four electric rate schedules for our Residential Electric Customers under the L-1 rate class:

  1. L-1-A Standard Service Rate
  2. L-1-B Time of Use Service Rate (TOU)
  3. L-1-D Customer-Owned-Generation-Standard Service Rate (Solar)
  4. L-1-E Customer-Owned-Generation-Time-of-Use Service Rate (TOU Solar)
  • These rates apply to individually metered single-family residences and master-metered or sub-metered multiple-family complexes, used primarily for residential purposes.
  • A master-metered complex has one electric meter serving more than one apartment in a building or buildings.
  • Master-metered multi-family residences, currently receiving service under this rate, are eligible for only the L-1-A portion of this rate. A master-metered complex may choose a time-of-use rate under Business Electric Rates.

L-1-A Standard Service Rate

  • This is the rate Glendale Water & Power uses for standard residential electric services for single family residence, or multi-family residence.
  • This is the rate your residential electric account will be billed, unless a different rate schedule is selected.
  • Applicable to individually metered, single-family accommodations used primarily for domestic and household purposes and for master-metered multiple-family dwellings currently receiving service under the L-1 rate schedule. Master-metered multiple-family dwellings may only receive service under rate L-1-A. Master-metered dwellings may however receive service on a time-of-use basis under the L-2, LD-2 or PC-1 rate schedules. Customers with individually metered dwellings may choose to receive service under either the A (Standard), B (Time-of-Use) or D (Customer-Owned Generation) rate options.
  • A low-income Glendale Care discount is offered under this rate. To be considered for this discount, an application must be filed with Glendale Water & Power. To be eligible for this discount, the total maximum gross income for all adult members of the household, can be no more than 200% of Federal Poverty Guidelines. L-1-B Time-of-Use Service Rate (Optional Rate)

  • The time-of-use (TOU) rate gives you the advantage of lower electric rates during the night and early morning hours, weekends, and the winter months.
  • The high-season rate is for usage during July through October. The low-season rate is for usage during November through June.
  • This rate is available only to single family residences with individual electric meters and single apartment units each with their own electric meter.
  • This rate option may require a meter change. There will be no GWP charge for the installation of the new meter. However, if the electric panel for your service does not accommodate a socket meter, you will need to hire an electrician to upgrade the panel. Our Electric Meter Shop personnel will be able to evaluate this for you.
  • Master-metered multi-family residences may choose one of Time-of-Use rates under L-2, LD-2, or PC-1 Business Electric Rates.

  • How do you know if you should consider TOU rates?

    If you average 2,000 kWh electric usage per bi-monthly billing, this rate may save you money. Use the following self-check list to determine whether you should consider trying this rate. If you answer “YES” to 3 or more questions in the list below, please call Customer Service to request an evaluation.

    1. Is there a swimming pool with a filter motor operating more than 4 hours per day?
    2. Is there central air conditioning (not an individual room air conditioner)?
    3. Is the residence heated by only electricity?
    4. Is the home an all-electric home (no gas appliances)?

 


 

Customer Owned Generation

  • Rates L-1-D (Customer-Owned-Generation-Standard), L-1-E (Customer-Owned-Generation-Time-of-Use) are available to customers who own and operate photovoltaic systems or wind powered electric generation systems.
  • Customers must sign an interconnection agreement with Glendale Water & Power (GWP) and pay for all required metering and interconnection equipment which is in addition to that required for standard service.
  • Participation in this rate is on a first-come-first-served basis until the time that the total rated generating capacity used by eligible customer-generators in all customer classes exceeds 5 percent of GWP’s aggregate customer peak demand.

Explanation of Electric Charge Components Present:

Electric Customer Charge

  • This charge is reflects the cost of metering support, customer service and maintaining your account, applied on a per meter basis.

Energy Charge

  • This charge is related to the electric system operation and maintenance, charged on a $/kwh basis.

Energy Cost Adjustment Charge

  • Charge or credit to adjust for the variation from projected costs of fuel and purchased power, charged on a $/kwh basis. Effective January 1, 2024, this charge is $0.00 per kilowatt sales.

Regulatory Adjustment Charge

  • Charge or credit to adjust for the variance from projected regulatory compliance costs, charged on a $/kwh basis. Effective January 1, 2024, this charge is $0.00 per kilowatt sales.

Revenue Decoupling Charge

  • Charge or credit to adjust for the difference between actual and projected sales volumes, charged on a $/kwh basis. Effective January 1, 2024, this charge is $0.00 per kilowatt sales.

Public Benefits Charge

  • Charge to fund state-mandated programs benefiting the Glendale community. Charge is based on electrical total.

Demand Charge

  • This charge only applies to commercial accounts and is the maximum demand within a 12-month period.

Reactive Power

  • The maximum KVAR within the current billing cycle, charge applied per KVAR per day, to cover the impact of reactive power on the electrical system.

Electrical Charges Total

  • Total cost of electric usage and associated charges.

 


 

Services by other City Departments and Taxes and surcharges

Hazardous Waste

  • Cost of collection recycling, treatment and disposal of household and commercial hazardous waste products.

Rubbish

  • Both tenants and owners may be charged a flat monthly fee for rubbish removal. Call (818) 548-3916 for more information.

Industrial Waste

  • Inspection and sampling fee in connection with industrial waste discharge to sewer. Call (818) 548-4030 for more information.

State Energy Surcharge

  • Mandated charges by the State of California based on electrical usage.

City Utility Users Tax

  • City imposed tax based on total water and electrical charges.

Sewer

  • Includes Glendale operational and Hyperion Sewer Treatment Plant costs (818) 548-3950.
