The passage of Senate Bill 946, which is also known as the Safe Sidewalk Vending Act, created new regulations and ended criminalization of sidewalk vending in California. The Bill also allowed local authorities to adopt non-criminal regulations to protect public health, safety, and welfare.

The City of Glendale has adopted an ordinance for sidewalk vending in Glendale. Vendors must comply with Glendale’s ordinance and state laws when vending. SB 946 does not limit or otherwise affect the applicability of the California Retail Food Code, which imposes requirements and restrictions on sidewalk vendors selling certain types of food. Any applicable health and food safety standards imposed by the California Retail Food Code will continue to apply.
