Changing Your Windows? Get a Permit!

If you are replacing windows in your home or business, you need a permit from the City of Glendale Building and Safety Division. This applies even when you are putting new windows into the existing frame or when the windows can't be seen from the street. The only time you don't need a permit is when you are  only replacing the glass in an existing window.

Installing windows without a permit can lead to a violation. Don't risk the extra time and expense it can take to clear up a violation - get a permit for all window changes.

Before you purchase new windows or begin any work, please consult with the Permit Services Center and obtain a permit, by following the below steps:

  1. Review the Window Replacement Guidelines and Window Replacement handout.
  2. Consult with Planning to ensure your proposal complies with the Guidelines. Consultations are available by emailing Zoning@glendaleca.gov, calling (818) 548-2140, or scheduling an in-person consultation at www.glendaleca.gov/PlanningAppt.
  3. Submit an online application for Design Review Exemption to obtain formal Planning design review approval. After receiving approval, you will be provided a link to apply for the building permit. The following items are required for review:
  • A site plan of the building showing the location of the windows to be replaced, with each window numbered
  • A floor plan of the building showing locations of bedrooms and windows 
  • A window schedule that lists each window by number; the size of the existing and proposed windows; the material of the existing and proposed windows (wood, aluminum, vinyl, steel); and whether the window is in a bedroom
  • Close-up photos of the existing windows you want to replace
  • Photo(s) showing an overview of your building as it looks from the street
  • A manufacturer's brochure, if possible, showing the proposed windows
  • For condominiums, letter from HOA approving the proposed window(s)

Every city in California requires a building permit for window changes, and all reputable licensed contractors know this. However, it is ALWAYS the homeowner's responsibility to obtain a permit, and the homeowner is held liable if there is no permit.
